Raw Gas can can be found in 3 Grades 2, 3 and 4 stars - and refines into Common, Uncommon in the 2, 3 Grade and an additional Rare quality for the 3 and 4 Star.
Grade 3 materials can be refined at Refinery and Ops level 20.
Also it can be sourced throughout the Neutral Zone and the Faction Zones, with the latter also providing it in large planet sized quantities with nothing to differentiate it therefore merely clicking on a planet will reveal it's resource within.
